No it doesn’t, it gives a one time boost to the Barter and Speech skills, which do the things you said. But you can get those skills high enough with 1 Charisma by just putting skill points into them. If all you care about is passing checks in dialog, you can max the skill without needing Charisma.17 Feb 2018
